The user probably wasn’t running as admin (elevated) while deleting the file, so as far as the system knows, he may not be allowed to know which process is accessing the file.
If you can’t see which program is using the file, that means it’s a different user than yours. Your computer doesn’t know more than the users it’s been set up to have.
If you’ve ever worked at a company, you probably were running Windows while simultaneously not owning your computer.
“Hey can I rent this apartment?”
“Let me check… Seems like it’s already occupied”
“Omg who is occupying it?”
“Let me print out their name and contact details for you”
Yep, a component is a good abstraction level, no point in making life difficult by creating and coming up with names for smaller parts.
Any passable editor nowadays does the heavy lifting for you, you can usually even write the CSS tag you want and it’ll show you the options.

The more they know about you, the more possibilities they have to get it. You don’t know what the political landscape may look like down the road. You may feel safe now, but that can change quickly. Imagine you suddenly need to pay back money to the copyright owners unless you can prove you already did?

No point sending the code to your phone when it’s displayed right there. The idea of doing this is making sure nobody has stolen your password, because they still need access to your phone before they can access your account.
